Description of Action: House Bill 2429: A comprehensive analysis of Washington’s assessment system following the implementation of NCLB has not been conducted. There has also not been adequate attention paid to how the system affects the authority and control of locally elected school directors. Therefore, the legislature intends to commission a comprehensive review of Washington’s academic system and ensure additional flexibility within that system, including the costs to the state.

Description of Action: N-size has proven to be a major deal-breaker for states seeking to use the 2 percent rule, a development that threatens to diminish the number of states that take advantage of the new policy. / The Education Department has rejected the 2 percent requests for the 2004-05 school year from Alaska, New Jersey, Washington and Wisconsin, all of which have larger N-sizes for their special education students than for other groups, according to interviews with state officials. At least one other state, Utah, has also been turned down for reasons not related to N-size. By rejecting their requests, ED has made it clear that the condition is nonnegotiable that N-sizes be the same for all subgroups before states can employ the new 2 percent rule (ED, May 2). That firm stance has significantly dampened some states' interest in the new flexibility.)

Description of Action: Federal officials by late last week had sent decision letters to 16 states approving at least some of their requested changes to accountability plans under the No Child Left Behind Act, which should make it easier for schools and districts to show progress…
…Other states are trying to push the Education Department farther, although so far they have not succeeded. Connecticut, Virginia, and Washington want to limit public school choice and tutoring to students in subgroups that did not make adequate progress, rather than to all students in a school identified for improvement. So far, the department has rejected that request – Edweek July 13, 2005
